उत्तराखंड के भू-कानून में हिमाचल की तर्ज पर व्यवस्था बनाई जाएगी। विशेष रूप से पर्वतीय क्षेत्रों के निवासी भूमि और आवास विहीन न हों, इसके लिए वर्तमान भू-कानून में संशोधन होगा। भू-कानून के दुरुपयोग को रोकने के लिए भूमि को औद्योगिक समेत विभिन्न प्रयोजनों के लिए लीज पर देने की संस्तुति सरकार से की जाएगी।

सितंबर के पहले सप्ताह में समिति सौंपेगी रिपोर्ट:
भू-कानून के परीक्षण व अध्ययन को गठित पूर्व मुख्य सचिव सुभाष कुमार की अध्यक्षता में गठित उच्च स्तरीय समिति ने अपनी रिपोर्ट को मंगलवार को अंतिम रूप दे दिया। सप्ताहभर में इसका मुद्रण व अन्य आवश्यक कार्य संपादित किया जाएगा। अगले माह सितंबर के पहले सप्ताह में समिति अपनी रिपोर्ट मुख्यमंत्री पुष्कर सिंह धामी को सौंप देगी।
प्रदेश में वर्तमान भू-कानून में दी गई रियायतों का दुरुपयोग होने और भूमि की अनाप-शनाप खरीद के विरोध में इंटरनेट पर अभियान तेज हो गया था।
भू-कानून में संशोधन की मांग जोर पकडऩे के बाद बीते वर्ष सरकार ने यह उच्च स्तरीय समिति गठित की थी। समिति ने भू-कानून के संबंध में आम जनता, स्वयंसेवी संस्थाओं समेत प्रबुद्ध जनों से सुझाव मांगे थे। 160 से अधिक सुझाव समिति को प्राप्त हुए।
इसके अतिरिक्त समिति ने सभी जिलों से भू-कानून में उद्योगों समेत विभिन्न प्रयोजनों के लिए दी गई छूट के दुरुपयोग के संबंध में जिलों से रिपोर्ट तलब की थी।
इस रिपोर्ट में भूमि खरीद में दी गई छूट का दुरुपयोग होने और निर्धारित प्रयोजन के इतर भूमि का उपयोग करने के मामले सामने आए थे। विशेष रूप से औद्योगिक एवं अन्य आर्थिक, शैक्षिक गतिविधियों के लिए ली गई भूमि की अनाप-शनाप तरीके से बिक्री का जिक्र जिलाधिकारियों ने अपनी रिपोर्ट में किया है।

भूमि अधिनियम के साथ बनेगी नियमावली:
समिति की समिति की मंगलवार को राज्य अतिथिगृह में हुई इस अंतिम बैठक में भू-कानून के दुरुपयोग को रोकने और राज्य के भूमिधरों के अधिकारों की रक्षा के संबंध में प्राप्त सुझावों के आधार पर रिपोर्ट को अंतिम रूप दिया गया।
सूत्रों के अनुसार समिति ने हिमाचल की तर्ज पर प्रदेशवासियों के भूमिहीन और आवासहीन होने से बचने के लिए भूमि अधिनियम की व्यवस्था स्पष्ट करने को नियमावली बनाने की संस्तुति की है। अब विभिन्न उपयोग के लिए भूमि की बिक्री करने के बावजूद व्यक्ति के भूमिधरी के अधिकार की रक्षा के लिए नियमावली में प्रविधान किया जाएगा।

भूमि लीज पर देकर बढ़ेंगे आय संसाधन:
भूमि को लीज पर देने की संस्तुति भी समिति सरकार से करने जा रही है। इससे भूमि को लीज पर लेने वाला व्यक्ति या प्रतिष्ठान निर्धारित से अन्य उपयोग नहीं कर सकेगा। साथ ही भूमि लीज पर देने से भू-स्वामी को आय भी प्राप्त हो सकेगी। यह व्यवस्था लगभग हिमाचल की भांति बनाने की संस्तुति समिति ने की है।
यद्यपि आम और प्रबुद्ध जनों ने वर्तमान भूमि अधिनियम में प्रदेश में निवेश को आमंत्रित करने की व्यवस्था को बाधित नहीं करने का सुझाव भी दिया है। इसमें भूमि जिस उद्देश्य से ली गई, उसका दुरुपयोग नहीं होने देने पर विशेष बल दिया गया है। समिति ने इसे अपनी संस्तुति का हिस्सा बनाया है।

भू-कानून के दुरुपयोग की जांच को बने टास्क फोर्स:
भूमि खरीद की अनुमति की अधिकतम सीमा 12.50 एकड़ को लेकर भी समिति अपनी संस्तुति सरकार को देने जा रही है। इस पर निर्णय सरकार को लेना है।
उद्योग नहीं लगाने की स्थिति में संबंधित उद्यमी या प्रतिष्ठान को भूमि वापस करनी होगी। विभिन्न जिलों में भू-कानून के दुरुपयोग के मामलों की जांच के लिए टास्क फोर्स के गठन का सुझाव समिति की ओर से सरकार को दिया गया है।
उधर, संपर्क करने पर समिति अध्यक्ष व पूर्व मुख्य सचिव सुभाष कुमार ने कहा कि समिति ने अपनी रिपोर्ट को अंतिम रूप दे दिया है। इसे मुद्रित कराया जा रहा है। मुख्यमंत्री से समय लेकर सितंबर के पहले हफ्ते में इस रिपोर्ट को उन्हें सौंपा जाएगा।
बैठक में समिति के सदस्य बदरी केदार मंदिर समिति के अध्यक्ष अजेंद्र अजय, सेवानिवृत्त आइएएस डीएस गर्ब्याल व डा अरुण ढौंडियाल, राजस्व सचिव दीपेंद्र चौधरी, अपर सचिव आनंद श्रीवास्तव और उप राजस्व आयुक्त देवानंद उपस्थित रहे।
